Yes. The City of Waco asks for a roofing permit. It takes in the shingles, felt and flashing, plus decking fixes no larger than 32 square feet. More decking work than that needs a Repairs and Alterations permit as well. The roofer usually files with Inspection Services; confirm that before work begins.
